Expert Seminar on Report of the Cognition of Occupational Annuity System in Jiangsu Province
On the 14th of January, 2015, the State Council issued Decisions on the Reforms of Pension System of Government Officials and Public Institution Staff. On the April 6 of the same year, Measures of the Occupational Annuity for Government Officials and Public Institution Staff (shortened as “Measures” hereafter), an auxiliary document, was officially issued. After the issue of the Measures, the Provincial Government of Jiangsu also issued Measures of the Occupational Annuity for Government Officials and Public Institution Staff of Jiangsu Province in the September 2015, which is related to 1.8 million government officials and public institution staff in Jiangsu. To get to know what the people from every level and every sector understand about occupational annuity system as well as to avoid the conflicts and problems that may occur in the implementation of the system and know what the related people’s ideas head for, the Human Resources and Social Security Department of Jiangsu Province, Zijin Media Think Tank and China Life Pension Company Limited Jiangsu Branch initiated the Cognition of Occupational Annuity System in Jiangsu Province Project in the March of 2017. Six cities, including Nanjing, Suzhou, Changzhou, Yangzhou, Suqian and Huaian, were randomly selected as samples and 5059 valid questionnaires were collected. After meticulous statistical analysis and writing and revisions, the final version of the Report of the Cognition of Occupational Annuity System in Jiangsu Province came into form. To ensure the faithfulness and scientificalness, the three commissioning parties held this expert seminar in Nanjing University on December 8.
Experts present at the seminar are Zhang Shourong, Vice President of Jiangsu Provincial Academy of Social Sciences, Xu Zhishun, Vice President of the Jiangsu Provincial Federation of Social Sciences Circles, Liu Weilan, former Deputy Director of Jiangsu Provincial Government Research Office, Professor Zhou Xiaohong, Director of Zijin Media Think Tank, Professor Kong Fanbin, Dean of the School of Government of Nanjing University, Professor Lin Mingang, Professor Huang Jianyuan, Professor Min Xueqin, Secretary General of Zijin Media Think Tank, Mei Guohong, General Manager of China Life Pension Company Limited Jiangsu Branch, Tong Zhengping, Deputy General Manager of China Life Pension Company Limited Jiangsu Branch, and Zhuang Zuoqin, Deputy General Manager of the Sales Department of China Life Pension Company Limited Jiangsu Branch.
Before the discussion, Professor Zhou Xiaohong briefed on the background and processes of this project. Professor Min Xueqin then gave a detailed presentation of the research methodology, conclusions and suggestions.
Experts present at the seminar held positive attitude towards the report. First of all, the topic has practical significance. It promoted the occupational annuity system, and helped more people to know about the system. Secondly, the research was well conducted and the methodology is rigid. Especially the suggestions are foresighted and practical. They provide good help for the provincial government to perfect the occupational annuity system. Thirdly, this report is the first in-depth study of occupational annuity system out of the field of investment, management and trust, which pioneers the trend and innovation of think tanks.
The experts also made some comments and advice. Firstly, case studies should be conducted to have a profound understanding of people’s cognition of this system, especially staff in the public institutions. Secondly, research scale should be broadened. The research can take a higher position to study the occupational annuity system. Finally, the suggestion part should provide policy suggestions that the central government can take. These advice is very helpful in revising and make amendments to the report.
