Cognition Survey on Jiangsu Pension System Reform

75 students from Nanjing University participated in the training class organized by Zijin Media Think Tank (ZMT) on May 9, signifying that the Cognition Survey on Jiangsu Pension System Reform and Occupational Pension was officially launched. 

Following the issue of “the decision on the reform of the pension system of government departments and public institutions” on Jan 14, 2015, the State Council announced its supporting program—Occupational Pension for Employees in Government Departments and Public Institutions on April 6. The reform aims to merge the pension system for the employees in government and public institutions and the urban workers into one. Occupational pension, served as the supporting system, will be fully implemented in the near future. Embracing the mission of “serve the country and care for people’s livelihood”, ZMT forwardly initiated the survey project to collect professional data and provide helpful reference for policy research and implementation.

The training class focused on operation mechanism of occupational pension, policy interpretation and questionnaire interpretation. Many employees in government departments and public institutions have no idea about this policy at all. Therefore, this questionnaire survey, to some extent will popularize the concept. Students learned a lot about the background information and professional terms of occupational pension during the training, which will help them to smoothly communicate with respondents and answer questions. 


Professor Min Xueqin, secretary-general of ZMT, remarked that this survey program is a joint effort of government, enterprise and scholars. The survey will learn the cognition situation of employees in government departments and public institutions as well as their attitudes toward the occupational pension policy, which is forward looking in China. The results and report will be delivered to relevant government departments at all levels, providing important references for the full implementation of the reform. She believed that high-quality survey team, strong support from enterprise, cooperation of government departments and professional service team of ZMT will ensure the success of this survey.

This survey is going to be conducted in six cities in Jiangsu province: Nanjing, Suzhou, Changzhou, Yangzhou, Huaian and Suqian, with a random sample of 5000 employees in government departments and public institutions. The survey will start at Nanjing on May 10 and continue for 3 weeks. Senior experts of ZMT will do analysis after all the data collected and provide suggestions and references. The Survey Report on Jiangsu Pension System Reform and Occupational Pension is estimated to be issued on June this year.
